Margaret Hodge Warns Arts Council England Reform Cannot Stall

As government prepares its response to the Hodge review, the focus shifts from diagnosis to implementation—testing whether Arts Council England can move beyond procedural control.

Margaret Hodge has warned that failure to enact fundamental reform at Arts Council England would amount to a “disaster,” as the government prepares its response to her independent review of the funding body.

The review established a structural diagnosis: a funding system experienced as bureaucratic, prescriptive, and command-led. The question now sits with implementation.

Hodge’s warning isolates the risk. Reform can be acknowledged without being enacted.

Incremental adjustment—reducing application friction while leaving control structures intact—preserves the system under the appearance of change.

Authority shifts with structure. Fewer funding streams, longer cycles, and reduced reporting move emphasis from compliance to continuity. Data-sharing reduces duplication across the system rather than within individual applications.

“Excellence” has receded as a governing term within funding decisions. Its return would shift evaluation away from procedural alignment toward judgement.

A commercial trading arm extends the Council’s role beyond distribution. Publicly funded work that generates downstream value is partially recaptured and returned to the system.

These adjustments connect.

They alter how funding, evaluation, and return circulate.

Arts Council England now sits between two operating conditions.

One maintains high procedural density, distributed compliance, and limited institutional discretion.

The other reduces control at the point of application while redistributing responsibility across the system.

The recommendations are defined.
